Only Governors Rule Can Deal The Present Crises Of The J&K State, Needs Full Cooperation Of The People And Political Party’s
The Governors rule in the state of Jammu & Kashmir was need of the hour in view of political uncertainty, increase in militancy and violent incidents in valley. The coalition Govt. in Jammu and Kashmir appeared to be in a state of inertia the way Kashmir Valley was boiling for the last couple years. There was no government machinery on Ground Zero and it was free for all for pro — ‘Azadi’ and anti --
national groups. Owing to lack of coordination and cooperation between the BJP and the PDP the State has been plagued by what we call it administrative inertia and political paralysis. The separatists and militants had started taking undue
advantage of this administrative inertia. it was looking that the alliance had been forged simply to share power. The State was reeling under an atmosphere of political uncertainty and chaos as there is no sign of basic governance and stability.
Local youth were yet again choosing the path of militancy. Whatever may have been the reason for framing the alliance between the two parties but they were miles apart in their ideology and political outlook and this experiment has not
beard positive fruits.. This political impasse has brought in an atmosphere of chaos in Jammu and Kashmir. It looked the coalition had no vision or sense of policy direction to tackle situation in the valley The people of the state in general welcomed the Governors rule in the state, when politicians fail to run the government affairs as per provisions of the Constitution and now have high hopes on the governor's dispensation as Governor N.N Vohra has got good experience of
J&K affairs and it is expected that he will bring the state out of the present glooming situation and will to some extent establish rule of law and will improve the security situation in the sensitive militancy affected state J&K is a unique and
distinct state of Indian Union and is very sensitive as far as the political environment of the state is concerned. Hence it is incumbent upon the central government to take due care and caution while dealing with this border state which is facing the monster of terrorism from the last three decades. All main political parties whether regional or national have demanded dissolution of the state assembly except BJP., which is silent on the issue. It appears that something is being cooked behind the curtains. The speculations are high that the BJP may engineer split in the regional political outfit PDP which can help it to stitch again a very unholy alliance with the decedents of PDP and others in the state. But If this forecast is true then it will be a great political blunder of the BJP which will cost the party much in the general elections of 2019. As the situation in the state is most volatile and sensitive and the BJP should notfish in the troubled waters because such an immature misadventure will cost the Bhartiya Janta party (BJP ) dearly in the run up to 2019 Lok Sabha elections. So, the dissolution of the assembly will be a wise decision, which will discourage all political trickery overtures besides it will saving expenditures on the salary and other perks and allowances to the legislators. No doubt Governor's rule is an intermediary phase between two elected governments and it is not a lasting solution, but under present circumstances
of political uncertainty, instability, increase in militancy and violent incidents, some
times such provisions needs to be brought in for bringing peace, progress, prosperity and good governance, The central government should handle
Kashmir with care, caution and restraint and should discourage stitching of unholy and fragile alliances which will only lead to further political mess coupled with the prospectus of horse trading and defections which is hardly in the interests of the state and the country. The Kashmir watchers, political observers and nationalist forces are of the view that Governors/ presidential rule should continue in the state for a certain period and the assembly should be dissolved by the governor which will put all the theories of the fragile political deals and machinations to rest and it will be in the larger interests of the state and the country. There are expectations also from the governor’s rule that it will be able to improve the security situation of the disturbed state so that at the end of the day at appropriate time assembly elections will be conducted to pay way for the formation of a
strong and stable elected government to end the political uncertainty which is staring us in the face. Governor’s Rule is also like salve to heal a disorder like cancer. In J&K, the disorder is pro-separatist mind set and appeasement of anti-nationals by the elected representatives. In the Governors rule constitutional machinery will be restored. Corruption is reduced due to less involvement of politicians. Transparency in government functions increases with punctuality of
duties. Political anarchy stops for a while. People get another chance to correct mistakes and elect right people when elections are held. It is the time for the center through Governors Rule in J&K, to concentrate on terrorists, militants, break the control of Pakistan backed Islamic hardliners, handle fanatic separatists with iron hand promotion of homogeneous culture of the state. Creation of congenial atmosphere for overall development of the state, honorable one place settlement of displaced community of Kashmiri Pandits with free flow of Indian constitution,
restraining the encroachers of forest and government land and action to be taken who are involved in it. The most unwarranted and antinational decision of releasing approximately 11 thousand criminals branded as stone pelters should be revisited and by rescinding the same,this fraternity be put behind the bar with judicial proceedings in fast track courts. The voice of Jammuites, ladakhs and Kashmiri Pandits to be heard. Serious attention towards the problems and demands of displaced KP’s needs to be given by the Governor of the state, which include rehabilitation of overage KP youths, passage of KP’s temple and shrine bill, nullification of distress sale of KP’s property in the valley, adjustment of PM package employees in safer zones of Jammu and other issues already submitted to central and state Govt’s, as well as to Honorable Governor at various times by the KPC and others.
