Community needs to stand united

 

I take this opportunity to communicate on two important issues with you. The first issue is about an indication by the Government of India that it may start a dialogue with separatists in Jammu & Kashmir as well Pakistan on the Kashmir issue Any such process will affect us as a community and we must start our poper home work.

The second issue of my discussion is in the context of our AGM held last month on May 27 Some clarifications are needed to be provided to our esteemed life members as some misinformation and lies are being spread by a few people on the social media in an attempt to damage the reputation and stature of KSD.

Coming to the first issue, on May 24, at the two-day National Security Strategies Conference, organised by the Intelligence Bureau (18) in Delhi, top security officials from nearly every force involved in counter-insurgency in Kashmir favoured talks with Humyat and even Pakistan to stop cross border fining that has led to humanitarian crisis with many civilian deaths on both sides of the LoC Before this, on May 15. Union Home Minister, Sh Raj Nath Singh, had announced the suspension of the offensive by security forces in the Kashmir Valley in the month of Ramzan with the caveat that security forces reserve the night to retaliate if attacked or if essential to protect the lives of innocent people. 

A step further, Directors General of Military Operation (DIGMO) of India and Pakistan, on May 29, agreed to "fully implement the 2003 ceasefire agreement in "letter and spirit with immediate effect to stop cross-border firings in Jammu and Kashmir Now, all this points to a calculated strategy of the Government for a major push for return of normalcy in the state even though there is little hope that it will succeed However, given that the Union Government has a man on ground in interlocutor Dineshwar Sharma, there is every reason to believe that some substance may have led to this Thinking in the establishment.

In this scenario, what should be our role as a community needs to be worked out. As suggested by several stalwarts of our community, we need to close our ranks and present a united face. We must be pragmatic in our approach and reach a broad agreement amongst us For this, KSD services will ways be available and we would certainly welcome proposals and deliberations.

Now, coming to my second point on AGM, which though is internal to KSD, has reached the community through various channels more so through a vicious social media campaign.

This year's AGM was in no way different from the earlier ones Tr meeting and agenda were to publicise issues of Kostur Samachar April and May and close to inland letters were posted. Before 48 hours of AGM we sent SMSS to our database life members. And I am happy the spite the scorching sun a sizeable number reached the Kashmir Bhawan

While everything went well, a few io members wanted to hijack the meeting by creating ruckus, which we didn't allow In my view they had no intention of pushing any resolution or concrete proposal as they claim Eelse, they would have given a written notice much earlier as is required in AGMS.

The AGM is supreme because its vote matters. Any constitutional reform, a big scheme or initiative requires due diligence and thought through process. That is how civilised and democratic people do it If we allow everyone to have his wish fulfilled without subjecting to rules of the game, it is anarchy So my humble submission to life members is that KSD is your institution, your concern, your suggestions, your feedback- everything is welcome, but let's follow the set mechanism.

Any matter of this sort has to be discussed for technicalities, feasibility, constitutional conformity, law of the land etc. And the Executive Council is tasked to take a call on it. The Executive Council can refer it to experts, constitute a committee etc. and then officially present it through its President or General Secretary to the general council, which can pass or reject it. And that decision is binding. I want our members to understand this mechanism and we have followed it in letter and spirit. For us, holding the sanctity of the institution is more important than a few individual opinions.

At the end, I would like to extend my congratulations to dear students who have passed 10th and 12th class exams. Our best wishes and support is with them always.
