The month of October, 2018, started with the Pitre Paksha. This was followed by the "Navratra festival" and thereafter "Vijaya Dushami" (victory of virtue over evil). K.S.D greets the readers, community members on the auspicious occasions.
Balidan divas
14 September Balidan Divas was observed by KSD along with the organisations of NCR, NCT and other local organisations Jantar Mantar witnessed "Jana Sehlaab" on the said day I, along with the Executive Council, wholeheartedly thank the organisations and baradari members who made this Balidan Divas a grand success. Despite hurdles created by some elements, they failed to create a vertical devoid which did not want the unity in the community KSD was clear in its stand on the agenda which did not suito the other groups (Diaspora) and forced the KSD to back out from the KP Diaspora group "Kathne say Karnie bade", which KSD proved I am highly thankful to my team which helped and worked tirelessly for the said event and made all of us proud. I hope the community will stand together in future too for the betterment of the Kashmiri Hindu community.

Also clears doubts on arrears
We are glad to inform you that the battle, Kashmiri Samiti Delhi has been waging on behalf of relief holders of Delhi NCT for almost past eight years, has entered into its decisive phase. The Union Ministry of Home Affairs, in its order of October 5, 2018, addressed to the Chief Secretary of the Govt of NCT, Delhi, has passed on the guidelines followed in Jammu in case of bifurcation, addition and deletion in relief cards and asked him to follow the same in case of the relief cards in Delhi NCR
We obtained this order copy and, without delay, wrote to the concerned office of the Divisional Commissioner to act on it without further delay. And, let's hope, this will be last push from our side and soon we get orders.
Two, the Govt. of Delhi NCT has been raising queries on the relief enhancement as to who will pay for the additional enhancement. The MHA has replied to it and clearly said that the financial burden will be borne by the Govt. of India and Delhi will continue to pay its share in Rs. 10,000 per family amount as status before the enhancement was announced.
Three, in the light of the clarification of doubt on who pays for the arrears, the Delhi Govt should now be in a position to pass the enhancement as on June 13, 2018, as was said in original MHA order. KSD has raised this issue with the Divisional Commissioner and let's hope this too will be resolved soon.
It is our fond hope that with the issues getting settled, the Govt. of NCT Delhi will pay monthly relief regularly without any hitch and excuse on a particular date of the month so that all our relief holder brothers and sisters stop worrying about it.

Relief disbursement
Dear relief holders, you are aware that the Government of India, Ministry of Home Affairs has sanctioned the enhancement of financial assistance from Rs.10,000/- to 13,000/-, i. e. Rs 3250/- each soul with effect from Aug, 2018, in Delhi, while as in Jammu the enhancement was effected from 13 June, 2018, which was drawn and disbursed to the relief holders in Jammu, In Delhi this order has not been implemented so far A delegation of KSD met the Divisional Commissioner/ Revenue Secretary in her office and apprised her about the problems being faced by the relief holders at Delhi. The authorities have processed the bills for two months, viz. Aug and Sept, 2018, and are expected to release before the 15 of October, 2018, We request the relief holders not to be in panic. The KSD team is already in touch with the concerned authority.
Circulation of Koshur Samachar
The circulation of Koshur Samachar is increasing day by day. We welcome suggestions by the readers for its improvement and are expecting more and more suggestions to make the mouthpiece of the community a great magazine. We request the community writers to send articles pertaining to the community and the religion directly to the Editor, Kashmir Samachar Delhi or through EMail: kashmirisamitidelhi@yahoo.com The circulation of Koshur Samachar, through post creates much problems in delivery, thus increasing the number of complaints to avoid delay and regular supply. You are requested to subscribe for courier services till its digitalization. The digitization work of Koshur Samachar is under process and would take some time more to become operational.

It is requested that those who are posting their advertisements/matrimonial adds etc. through courier are requested to mention proper mobile/phone No. and mail ID so that we could send the proper receipt of the cheques.
Audited Balance Sheet We are publishing the audited balance for the financial year 2017-2018 on page no. 10-13.
