PAKISTANI MILITARY-TERRORIST OUTFITS-TRAINING CAMPS NEXUS Pakistan Army and Terrorism -An Unholy Alliance
Pakistan Polity and Army has been known for its perennial support of terrorist organizations in Jammu and Kashmir and the Taliban in Afghanistan. The dramatic events of the terrorist attacks on the twin towers in the United States (US) in 2001 also referred to as 9/11, shook the tectonic plates of world politics, pushing Pakistan into being a focal point of global politics. An eyewash was that Pakistan became the key strategic partner of United States War on Terror; post the terrorist attacks, taking a complete U-turn in her traditional foreign policies towards Afghanistan and Jammu and Kashmir, albeit, temporarily under international pressure for heavy monetary gains. The country, in which sectarian groups targeting Hindus and their own minority communities (Shias, Sufis, Ahmadis etc.) and Kashmir-focused terrorist groups, confining their operations in Jammu and Kashmir and the Rest of India, has become “a victim of its own holy war as a consequence of the Unholy Alliance” between the Inter- Services Intelligence (ISI), Pakistan’s Intelligence Agency, Military and Self-Styled Religious Scholars. This historic alliance has resulted in Colossal Rise of Radical Islam being a factor in the Country’s Pre-disposition to Islamic Fundamentalism. Among Hundreds of Terrorists Bombings and Attacks on Security Forces and Innocent Civilians on Indian Soil particularly in Jammu Kashmir in last 30 years, Heinous Attacks that come to mind areChittisinghpura Massacre, Tral, Kashmir, 1999;J&K assembly Attack, 2001;Amarnath YatraAttack,2001 and many more;Dhoda, Jammu Massacre, 2001; AkshardamTemple Gujrat, Massacre, 2002; Indian Parliament Attack, 2002; Raghunath Temple Jammu Attack, 2002;Nadimarg, Pulwama, Kashmir Massacre, 2003;Vaishnodevi Pilgrims Attack, 2003; Mumbai Serial Bombings and Attacks, 1993, 2003, 2008 etc; Ram Janambhomi Attack,2007;- Simultaneous Bombings in Lucknow, Varanasi, Azizabad, 2007;Various Attacks and Bombings on Security Forces and Civilians in J & K in districts of Poonch, Rajouri, Udhampur, Kathua since 1990 till time, Pathankot Airbase Attack, 2016; Uri Attacks, 2016; Pulwama Attacks, 2019;Latest Pahalgam Massacre, 2025;and the list is long! Further on, Assassinations of Luminaries in Kashmir of BJP Leader Tikal Lal Taploo, RetdJudge Nilkanth Ganjoo, Srinagar Doordarshan Director Lassa Koul, HMT Srinagar Chief H L Khera, V C of Kashmir UniversityMushir-Ul-Haq,Poet and Patriot Sarawananad Koul Premi, Lt Gen E D Fernanda’s, to name a few,besides,Brutal and Barbaric Killings of more than1500 KPs and other Ethnic Kashmiri Hindus and Barbarism goes on and on ! Jihadi Groups - Modus Operandi There are several kinds of militant groups operating in and from Pakistan that can be distinguished by their sectarian background (Ahl-e-Hadith, Deobandi, Jamaat-e-Islami etc.), and their areas of operation of (Afghanistan, India, Pakistan). Their objectives may vary from overthrowing the Pakistani Government, Seizure of Jammu and Kashmir, Support of Afghan Taliban, etc. It typically takes eighteen months for ‘Mujahideen’ to become fully functional. “There are six stages to Jihad training before a mujahid is deployed. The first stage, Tasis, is the Indoctrination period, during which no military skills are taught. This is a period in which religious and sectarian fervour is instilled in the trainee, and the phase generally lasts one month. For example, Lashkar-e-Taiba will use this stage to convert recruits to Alh-e-Hadith teachings. Next is Al Ra’ad,,a three-month period that continues the indoctrination period but also includes the trainees introduction to military training. At the beginning of this stage, some After these four months of spiritual conditioning and an intro duction to light military activities, a six-month period of Guer rilla training begins. Upon completion of this phase, Mujahideen can technically be put in the field, but only after writing their will and giving it over to the Ameer (a title of respect or nobility, usu ally meaning “Commander”) of the camp. However, should the JULY 2025 trainee require more specialized instruction, he will be sent on to Doshka and Jandla. The seven to ten-day Doshka training teaches the recruit to use handheld weapons. Not all Mujahideen go through the nine-month Jandla phase, which is considered the most difficult. During this training, the mujahid learns how to use automatic arms and to craft explosives. Thus far, only the facilities linked to Lashkar-e-Taiba, Hizb-ul-Muja hideen, and Harkat-ul-Jihad-i-Islami have the resources to conduct this training, but other groups often use these facilities to train their own Mujahideen. The final two stages often depend on resources and the necessity of certain operations. For exam ple, only the leadership of a Jihadi group engages in DomelaTraining, which teaches the handling of shoulder-fired weapons. Zakazak is also a rare form of Training, because it involves familiarization with tanks, canons, and other heavy weaponry, to which many groups do not have access. Pakistan Military and ISI Pakistan Army is backed by its Inter-Services Intelligence (ISI), which has been covertly supporting the activities of anti–India terrorist outfits, including Lashkar-e-Taiba (LeT), Jaish-e-Mo hammad (JeM), Hizbul Mujahideen (HM), among others and has systematically coordinated financial, logistics, doctrinal and military support to these outfits including providing direct com bat trainings. Post Financial Action Task Force (FATF) sanctions, Pakistan military has tried to a give a cosmetic makeover to ter rorism in Jammu and Kashmir by giving new slick labels – such as The Resistance Front (TRF), People Anti-Fascist Front (PAFF), Kashmir Tiger (KT), etc., to designated terrorist organizations such as LeT, JeM and HM. Rebranding of these terror outfits has been done to avoid wrath of the global terror watchdogs and to depict terrorism as a home-grown indigenous resistance. Pakistani military officers pay regular visits to training camps of these terror outfits to supervise terrorist training sessions. Terrorist Groups, BHUs and PHCs Terrorist groups such as LeT and JeM have been provided with infrastructure concealed in government facilities to carry out their operations in Pakistan and Pakistan-occupied Jammu and Kashmir (PoJK). Several training camps (Markaz), detachments and launch pads of these terror outfits are currently being run near Army Facilities, Cantonments, Basic Health Units (BHU) and Primary Health Centers (PHC). Detachments such as Sarjal – Tehra Kalan (JeM), Mehmoona Joya – Sialkot (HM) are being operated in the campus of BHUs, providing necessary camou f lage to activities of the terror groups. Terrorist groups have been provided with military grade communication equipment such as Long Range (LoRa)/Ultra Sets, Digital Mobile Radio (DMR), etc., to by-pass technical monitoring. Amongst various other meth ods, Pakistan military is also strengthening Pak-TSP (Pak-Ter rorists Islamic Republic of Pakistan) Signaling Processes across International Border (IB) and Line of Control (LoC) in order to use spill over to aid infiltrated terrorists. Detachments such as Sarjal – Tehra Kalan and Mehmoona Joya – Sialkot (HM) houses High-frequency (HF) communication set-up for planning and coordination with infiltrated terrorists. Detachments and Launch Pads While detachments and launch pads are extensively used for staging arms training activities, religious indoctrination and UNHOLY ALLIANCE 7 7 other support activities such as funding, propaganda and expansion are being carried out with the backing of Pakistani establishment in larger facilities that are located well inside the country such as Markaz Taiba (LeT) in Muridke and Markaz Subhan Allah (JeM) in Bahawalpur. These Markaz not only serve as residences to major commanders of the outfits but also serve as epicentre for radicalization and various training courses on intelligence, arms handling, etc. Additionally, the commanders of terrorist groups have used these facilities (Markaz) to deliver anti-India rhetoric to masses in order to motivate the recruits for Jihad against India like the hate speech delivered by JeM chief Masood Azhar in December 2024 in Bahawalpur’s Markaz Subhan Allah. Similarly, camps such as Markaz Abbas Kotli (JeM) and Markaz Ahle Hadith, Barnala (LeT) are being extensively used for in doctrination, scouting and as a base for planning terror activities including infiltration. In addition to providing logistics, financial support and operational bases to terror outfits, Pakistan army is strategically facilitating training of terrorists. Terrorists of Let, JeM and Hizbul Mujahideen (HM) are being trained by Pakistan Special Services Group (SSG) in jungle/guerilla warfare. Camps and detachments such as Syedna Bilal (JeM), Shawai Nalla in Muzaffarabad (LeT) and Maskar Raheel Shahid Kotli (HM) have been extensively used to impart arms training and physical conditioning to cadres of the terror outfits under the aegis of Pakistani army and ISI. FATF and its Failure Although, after India’s diplomatic pressure by reaching out to Financial Action Task Force (FATF) member countries after the Pulwama terror attack that left 40 soldiers dead, Pakistan was placed on the grey list in 2018 and was expected to show that it acted on this front to avoid being blacklisted, which would have a devastating cascading effect on its already broken econ omit. Seemingly, Pakistan had shut down key terror infrastructum ture, including over a dozen training camps across the Line of Control, ahead of anti-terror watchdog (FATF) plenary meeting, then, where it was to face the possibility of being blacklisted for non-compliance. Alas! that seemed to be eyewash and Pakistan Military- Terrorists Outfits-Training Campus Nexus continues, as ever. Tailpiece Operation Sindoor of India recently decimated Nine such Training Camps along with, 11 Major Air Bases of Pakistan but the adversary’s intent cannot be changed, however, the regular imposition of Such meaningful material decimations could, at least, degrade its capacity, to large extent, to act in future!
