The Policy of New Delhi towards Kashmir and Pakistan is undoubtedly weak and confused. It is doubted whether New Delhi really does consider accession of Kashmir with India as final, accepting Kashmir undisputed and an integral part of Indian Nation and treating Kashmir to the same extent as other states. The promotion of fanaticism, separatism, neglect and persecution of pro-Indian forces, particularly Kashmiri Pandits and other forty percent Hindu minority of the state is an outcome of these confused and weak policies of the centre. Already granted with the status of its own constitution a separate flag and right to exercise residuary powers and other privileges, centre continues to appease Kashmiri Muslims and grant them concessions after concessions which has made them habitual of exploiting New Delhi under one or the other pretext, at the behest of those who hold the view that Kashmir is a disputed a issue. The separatists, anti-Indian and pseudo secularist forces in Kashmir continue to operate in a manner as if have been given licence by the Indian state for the same and are free from all bindings of national law. The situation under these circumstances in Kashmir would never improve, rather it shall flare up to make their third phase of so called mass movement a success which is also tacitly supported by some organizations of the valley as well as by the ISI. To accommodate the view points and suggestions of the formations like PDP and others by the centre would further increase the woes of the country. Continuation of such policies means aiding separatists and fanatics in Kashmir who are being sustained and supported not only by the ISI, but by those who have maintained double standards. These flawed policies may appease a section or a group of the people in Kashmir but such policies cannot win the hearts and minds of the people of the state in general on the contrary these policies would generate adverse reaction and demoralize all those forces including Kashmiri Pandits whose support and loyalty to the centre has been exemplary, not-withstanding their neglect and persecution.

It is still an opportune time for New Delhi to review its Kashmir Policy and to leave the policy of appeasement, to stop treating the Kashmiri Muslim leadership with kid gloves. It is right time to tell them to behave in a manner which would not weaken the Indian state, which would not humiliate the Indian forces and not impose their regressive ideology on others. If found indulging in anti-Indian, anti-state and antisocial activities then Indian state should act decisively and with hard determination.

The dealing of centre with Pakistan over so called Kashmir problem and other issues are also twisted and confused one. If Kashmir is an integral part of India then why dialogue and negotiations over this issue with Pakistan. Dialogue after dialogue over the so called Kashmir issue would further complicate the problem, make it more internationalized and chronic one, rather to declare and clear with firmness that Kashmir is not debatable or negotiable issue with any one. Despite all Co operation and concessions to Pakistan by New Delhi, Pakistani Army will never target terrorists and their camps and bases, especially Lashkar-e-Taibia (LET) and Jaish e-Mohammed, as they have been wilfully nurtured as proxy forces to destabilize India which has been candidly confused by Pak President that Militants were wilfully created by the past Pakistan Government to achieve the tactical objectives. This candid confession of Pakistani President Mr. Zardari is also a tactical move to demonstrate that he is against the policies of previous Government in Islamabad, and to make India agree not to press. for action against anti-Indian groups in Pakistan and simultaneously force New Delhi to start composite dialogue, particularly on Kashmir. It needs to keep in mind if previous

Military regimes in Pakistan are held responsible for propping up militancy and making epicentre of extremists alone, then what is the contribution of the present Pakistan Govt. to do away with terrorism directed against India? It was during the regime of President Zardari when Mumbai was attacked, extensive training of militants in POK is continuing and are infiltrated by ISI to carry forward "Jehad" against India as per the past routine. Our security forces, Army Camps and vital installation like Hydel Power project at Baglihar and others are under their hit list.

The objectionable activities across the borders are on increase. The construction of Bunkers and erection of observation posts continue at international Border. Laskar-e-Taibia is planning to strike India again as warned by Top U.N official Richard Barrett. Pakistan is open to talks, but not committed on terror crackdown. Despite taking tough action, Pakistan released the hard-core and mastermind of Mumbai attack, Jamaat-ud Dawa Chief Hafiz Saeed. It clearly indicates that terrorism is not a big problem for Pakistan but Pakistan is big problem for nurturing terrorism.

While keeping all this in view, India should repeat its stances in no uncertain terms without getting distracted by the Pakistan's engagement with Taliban. Pakistan should not be allowed to use its problems as an excuse for inaction against terrorism directed against Indian Nation, rather it should demonstrate the same willingness and toughness against the anti Indian groups as it has shown against Taliban. India must refuse to revival of dialogue process and must delete Kashmir out of composite dialogue once for all. Any nature of dialogue or decision over Kashmir would be over all against the interest of nation as for those nationalist forces who love and wish to live in Kashmir peacefully and with free flow of Indian constitution.
