In view of the political volatility, increase in militancy and terror incidents in Kashmir, continuation of President's rule in the state of Jammu & Kashmir is the need of the time Governor/President's rule is an intermediary phase between two elected governments and is not a lasting solution, still given the sensitive security conditions in the state, the present arrangement remains the best bet.

The people of the state in general have also warmed up to Governor Satya Pal Malik's administrative initiatives and are happy with his work. And a person of his rich experience needs some more time and a free hand to create an atmosphere of trust, governance and fear of law President's rule is also like an antidote to treat the cancer of separatism and terror in the state Hence it is incumbent upon the Central Government to take due caution while dealing with this border state which is facing the monster of terrorism for the last three decades.

The coalition government (BJP PDP), which collapsed last year in Jammu and Kashmir, had brought a state of inertia and the way in which Kashmir started again boiling the 90s way was encouraging anti-national activities On ground zero it was virtually free for all for pro-Azadi and anti-national groups as the government lacked the will while simultaneously lending tacit support through policy paralysis proved. Separatists and militants had started taking undue advantage of this administrative inertia and regrouped by expanding protests The alliance government looked as if it was for power sharing The State was reeling under an atmosphere of political uncertainty as as fires no sign of the government writ. Local youth were yet again choosing the path of militancy .

Main political parties, whether regional or national, are demanding elections even as BJP appears silent on the issue. It appears that something is being cooked behind the curtains. If state elections are conducted simultaneously or immediately with the Lok Sabha election, it will be a great political blunder as the situation will again slip out of hands as the politicians, who are in the habit of stoking controversies will fish in troubled waters The Central Government should handle Kashmir with care, caution and restraint in the interests of the state and the country.

Kashmiri Pandit Conference (KPC), Kashmir watchers, political observers and nationalist forces are of the view that Governor's/Presidential rule should continue in the state for a certain period and there are expectations also from the Governor that he will be able to improve the security situation of the disturbed state so that at the end of the day at an appropriate time assembly elections will be conducted to pave the way for the formation of a strong and stable elected government to end the political uncertainty which is staring us in the face.

It is time for the Central Government, through the Governor, to concentrate on terrorists, militants, break the control of Pakistan- backed Islamic hardliners, handle fanatic separatists with an iron hand And, creation of congenial atmosphere for the overall development of the state, honourable one place settlement of displaced community of Kashmir Pandits at the land of Kashyap with free flow of the Indian Constitution, abrogation of article 370 and 35-A action against anti-nationals and Pak proxies who are involved in unrest in the valley. The most unwarranted and anti-national decision of releasing approximately 11 thousand criminals branded as stone pelters by the previous state Government should be revisited and by rescinding the same, this fraternity be put behind the bar with judicial proceedings in fast track courts. The voice of Jammuites, Ladakhis and Kashmiri Pandits should be heard. Serious attention towards the problems.

and demands of displaced KPs needs to be given by the Governor, which include rehabilitation of overage KP youths, passage of temple and shrine bill, nullification of distress sale of KP property in the valley, adjustment of PM package employees in safer zones of Jammu and other issues already submitted to the central and state governments as well as to the Governor at various times by the KPC and others.
