U N declares Masood Azhar a global terrorist Pakistan needs to effectively curb his activities

Maulana Masood Azhar being declared a global terrorist is the success of the worldwide forces trying to control terrorism. It is more so for India Pak Army's Inter-Services Institute had assigned this long-time proxy terrorist, leader of Jaish-e-Mohammad and author of the Pulwama attack, to create terror and horror in the Kashmir valley. He was, also, told that, later, the terror attacks should be extended to other parts of India. With the ultimate aim of disintegrating that country, India has been pursuing the case against Azhar at the United Nations for more than a decade. Pakistan and China were opposing the Indian move.

The decision is a victory for the Indian diplomacy and for those international forces as want to control global terrorism. India believes that terrorists are terrorists and they should not be allowed to create horror scenes anywhere Pakistan and China are of the view that there are two types of terrorists. The good ones and the bad one In Pakistan, those elements, which oppose the Pak policy and resort to killing are shot dead in large numbers. They are declared to be the bad ones. Yet, the ones who create mayhem in Kashmir, are said to be good ones. They receive administrative, financial and logistic support from the Pak civil Government and the army of that country.

China, too, is experiencing spread of terrorism in its north-western areas nearing Pakistan. The Government, there, has taken into custody millions of the residents of that area. These have been removed from the places of their hearths and homes Concentration camp-like institutions have been set up where such citizens have to live. The Chinese Government says that in these places, "the religiously misled citizens are taught the ways of living a normal life, which it calls civilised behaviour. These Chinese Muslims are said to be bad terrorists. Yet the Government, there, remained saying for more than a decade that there was not enough material available to declare Masood Azhar as a global terrorist.

The UN decision has been welcomed by all the civilised nations of the globe. No country has said that it was an incorrect decision. It has provided vigour to the Pak Government in taking action against the known and less-known organisations headed by Azhar. Their funds have been frozen and their activities restrained. The country has been compelled to do so because its support to terrorism has made it a financially failed nation. It is trying hard to secure an 8-billion bailout from the International Monetary Fund, to overcome its financial difficulty. The agency of the U.N. Organisations that provides loans to different countries needs to have a clear financial picture of such countries. That includes details of loans these have taken from other sources. Pakistan has been found to be under high debt from China. The UN is pressing Pakistan to give details of that debt too.

Action against Azhar is an important development in curbing terrorism. Yet, it is only the first step. Others are needed. I.S.I.-supported terrorists are not allowing democratic institutions and normal, civil activities in Kashmir to function in a normal, peaceful atmosphere. Terrorists have resorted to violence at more than a dozen places in Shopian, Pulwama and Anantnag districts. Several civilians, including members of the polling staff, were injured by such anti-national elements. Many Government buildings were set ablaze. Stones were pelted on vehicles carrying the polling staff. The presiding officer of the polling station of Pastoona, Tral and a trooper of the Sashastra Seva Bal were injured in that area. Trouble creators set on fire the middle school at Tumpora Keller, Shopian. The building of the Government High School, at Qasabpora, in Rajpora, Pulwama, also, was set ablaze.

The UN decision has provided sufficient power to the Pak Government to curb the activities of Masood Azhar and his organisation. It, now, depends on the Pak Government to use such powers, effectively, to control terrorism originating from that country. Such Pak actions will help south Asia be a normal, peaceful region.
