Dear Biradari Member,

Namaskar. I would, at the outset, like to pay my and KSD's homage to the martyrs of the community who laid down their lives because we could live. Yet another 'Balidan Divas' (Sept 14) is upon us. A general evaluation will show that we are worse off. Another year of uncertainly has passed with little or no hope for the future. Nobody is in a position to say that we will soon return to our homes and hearths. The much trumpeted pucca two room sets at various places in the valley has also fizzled out. The Government of India does not talk of KPS nor does the J&K Government. We are on no radar and, therefore, totally neglected. The plan seems to continue to keep some of us on doles and pay no attention to our rehabilitation. We cannot afford to allow the situation to drift to a level where KP identity is destroyed.

We are also conscious of the fact that India has been caught in the web of international terrorism with Pakistan as the epicentre. This has rendered the question of return of KP's more intractable. The KP cause, as it exists today, calls for urgent action to set afoot measures for our rehabilitation at places where we are located today. This is without prejudice to our interest claim to return to our original homes with honour and dignity. This should not at all be construed as our willingness to give up our claim on Kashmir. Far from it. Rehabilitation is a human problem and it needs to be tackled as such. It involves men who want to settle to an avocation, women who would like to call a home as their own and children who would like to settle down to a regular course of study. The existing situation does not permit any such thing. It only perpetuates uncertainty.

Our fate is inexorably linked to that of India. Once we are able to attain a minimum social stability we would like to contribute our little mite to the progress and developments of our great country. We are an intrinsic part of the Indian ethos, to which we too have contributed, and would like to fully participate in its journey to peace and prosperity.

Wisdom demands that we should appreciate the reality on ground and decide our future cuare with great sense of responsibility. How long can we remain hanging as 'migrants' and live on the little favours thrown at us. Without blurring our final goal of returning to our homeland we must seek practical solutions to the existing situation. Families after families of KPN cry for some semblance of stability. Is that asking for too much? We have no quarrel with any body or organisation on their political stand but they cannot ignore the practical reality in ground which is eating into our vitals by keeping our existence hanging.
