Kashmiri Samiti Delhi is going to have its Biennial Election for the year 2012-2014 on Sunday, 22nd of April, 2012, to add another milestone in Kashmiri Samiti's march on the path of democratic functioning. In my view Kashmiri Samiti Delhi is the only organisation which has a democratic set up. After every two years elections are held in a democratic manner. The process of elections started during the month of January, 2012, when the executive decision was made and accordingly the notification for elections was proclaimed

I remember that day, ie 20th January 1990, when the mass exodus of Kashmiri Pandit community took place from the Valley. I too left my native place in 1990 and stayed a few days at Jammu. Those few days' stay at Jammu did not help me and consciously I decided to move to Delhi After reaching Delhi, like all migrants I too visited Kashmir Bhawan where I heard the Samiti was wholehog involved in the process of relief and rehabilitation. My visit to Kashmir Bhawan presented a great scenario. I saw our elders like S/Shri J.L Bhatt, C.L. Gadoo, Sunil Shakdher, Anil Dhar, Roshan Lal Jalla; late A.K. Fotedar and many others who where at the helm of affairs those days Samiti's atmosphere was charged with a sense of mission and efforts were being made for relief and rehabilitation. That atmosphere made me feel that we are not alone and that the whole KP community in Delhi was at our back. I saw, at first hand, how the free kitchen at the Bhawan was being managed and how the commodities of daily need were distributed among the exiled community. Kashmiri Samiti Delhi made hectic efforts at that time, took the problem to Governments, State and Centre, and with these efforts registration as Kashmiri Migrants started and camps were also got allotted to migrants in Delhi.

Of late I had also a chance to work as executive member of Kashmiri Samiti Delhi and served as coordinator, Secretary, Vice President and then General Secretary for more than a decade. I did all my work with dedication- sincerity and with serenity. Now, this year I felt that let me hang my boots and give chance to other fellow community members. I thank my friends, well wishers and community members, who stood by me and helped me by advising at proper time. With their wishes, blessings and co-operation I have been in the Samiti for helping the community members. I am thankful to S/Shri Sunil Shakdher, Dr. LN. Dhar and Rakesh Kaul with whom I got a chance to work.

The activities of the month are:

Meeting with Joint Secretary, Home Affairs

A two member delegation of Kashmiri Samiti Delhi met Shri S. Sikandan, Joint Secretary, Home Affairs, in his office chamber at North Block on 15th March, 2012. The delegation presented a memorandum to the authorities demanding immediate issuance of migration certificates to those Kashmiri migrants who are registered with the Principal Resident Commissioner, 5 Prithvi Raj Road, New Delhi. Previously these certificates were being issued from SDM's (H.Q.) 5 Shyam Nath Marg, New Delhi. This year the authorities stopped to issue such migrant certificates in respect of those who are residing outside Delhi, i.e. in other parts of India. Accordingly the matter was taken up with the Home Ministry. The authorities assured the delegation that the matter will be taken up with the Divisional Commissioner, Delhi, immediately. The other demands which the delegation pressed are enhancement of cash relief and pay hike in favour of contractual teachers working with the Municipal Corporation of Delhi.

Shri Rakesh Kaul, President, Kashmiri Samiti Delhi, Dr. L.N. Dhar, Chairman, Political Affairs, Kashmiri Samiti Delhi and Shri P.P. Singh, Deputy Secretary, Kashmir Affairs, K-II, were present in the meeting.

Educational Assistance Programme

As a follow Kashmiri Samiti Delhi has sought up reversion orders from the Ministry of Human

Resource Development, New Delhi, for Higher & Technical Education in the month of February, 2012. A similar order in respect of admission to Kendriya Vidyalayas has also been issued on April 3rd and 4th, 2012. The same is reproduced at the page no. 26 of this issue. It is with efforts of the undersigned and Shri T.N. Gurtoo, Secretary, Kashmiri Samiti Delhi, the said orders have been got issued well in time.

I am thankful to the executive council of Kashmiri Samiti Delhi under whose guidance and cooperation I have been able to complete my term as General Secretary successfully.
