Centre Party To Militant's Plans
After filling all the posts of uprooted employees in the State Government by the deserving and undeserving candidates of the majority, Mufti's plan of opening doors to Muslims in Central Govt. Offices, Nationalised Banks is new being implemented without any competitive examinations. This demand had been aired even by Dr. Farooq Abdul- lah and his NC cohorts for a long time. Is this not a covert method of closing the doors for minority to return to Kashmir.?
There has been an announcement regarding a Special Drive by the Staff Selection Commission for employment in Central Offices in the Valley without going through any Competitive Examina- tion. This is a very dangerous move under the present circumstances when the minority community of the Valley has been driven out of their home- land on gun point. The doors to State government employment were already closed for the minority community in the valley. This can be borne out by going through the Statistical data of employment in the state for several decades. The only opening of employment to the minority community was through competitive examinations in Banks and Central Government offices and the leaders of the majority community were always bringing pressure on the concerned authorities to reserve jobs for the majority community on the basis of population in these offices. They even went to the extent of saying that the Central Authorities (S. S. C. and Nationalised Bank Authorities) were communal and therefore averse to giving job opportunities to Muslim majority community of the valley. Even the argument that marking was done by computer system would not convince them.
We are not against employing Muslims in Central Government Offices and Nationalised Banks. Our only plea is that they should be asked to go through competitive tests as is done all over the country. Besides at the time when the minority community has been driven out, wholesale employ- ment of Muslims in the valley in Central Departments is against the interests of the minority community. It gives the majority community a clear signal that they can usurp all posts by keeping the minority community out of the valley. This step of the Central Government is not only a violation of the fundamental rights of Kashmiri Pandits but also a move to seal every opportunity of our return to the valley. It means that the Central government col- laborates with the militants in their designs.
