Watch out before redesigning Rehabilitation-cum-Surrender Policy for terrorists!

The pressure put in by the Pakistani wives of Kashmiri terrorists seems to be working. Up in arms with placards ‘Hum Pakistani Hain’ in Srinagar two days ago in support of their demands to have Permanent Resident Certificates, passports, travel documents, etc, the Pakistani women have something to cheer about. The government is revisiting and reviewing the policy on the advice of Governor Satya Pal Malik. His Advisor K Vijay Kumar said this afternoon that the surrender-cum-rehabilitation policy for terrorists is under review and the Centre will be consulted before putting it in public domain. He added that the policy has already been there in various formats and the Governor has “advised us to have a look at the policy and put up a draft.” 
So what is there to revisit and review in the policy? Obviously, it may be ‘officialising and legalising’ the illegal intrusion of terrorists, who had crossed over to Pakistan occupied Kashmir nearly three decades ago to obtain terror training for waging war against India in the name of Jihad. The number of terrorists, who have intruded, is about 500, as per leader of their Pakistani Wives Association. They are enjoying overt support of Kashmir mainstream and covert approval of separatists. For their (terrorists, their wives and children) illegal return and subsequent rehabilitation, they (separatists and mainstreamists) are on the same page.
Normally, nobody should be averse to sinners wishing to live virtuous life or criminals leading normal life provided they repent over the sins or crimes they have committed. Criminals returning to the civilised fold generally help the society, as they serve as a deterrent for those nurturing criminal tendencies or thinking in terms of going against the norms of an accepted social order. It is perhaps with this purpose that criminal justice system recommends reform as a ‘punishment’ to wrong doers. Indian ethos is replete of instances when criminals have turned to be sages. Every saint has a past and criminal a future. But is it so in the case of illegally returned terrorists?
The intentions of returnee terrorists have been dubious from the day they crossed over Nepal border illegally-not in consonance with Policy and Procedure for return of Ex-terrorists to Jammu and Kashmir State. Issued vide Government Order No. Home 1376 (ISA) of 2010 Dated November 23, 2010 with concurrence of the then UPA Government, communicated vide (i) D.O. No.130121312008-K-VI dated September 3, 2010 from Home Secretary Government of India, North Block, New Delhi. (ii) Cabinet Decision No. 25312312010 dated November 22, 2010. Government Order No: Home 1376 (ISA) of 2010 Dated November 23, 2010. Their wives continue to take pride in their being Pakistanis. They themselves have never ever expressed remorse over the sins they committed.
Let it not be forgotten they had gone to PoK as young boys and returned back as middle-aged parents after raising families during their terror-misadventure across the border for over a decade. When they crossed over the frontiers, amid euphoria of Kashmir becoming Pakistan, they were so indoctrinated that they did not hesitate in spilling the blood of their brethren in Kashmir, whose fault was only to be either members of the minority communities or carrying the tag of Mukhbirs, informers of the Indian agencies. Now, when they are back with their own off-spring, they must be realising the enormity of sins they have committed across the Valley as Mujahids.
Now that the returnee terrorists are back in the Valley for nearly a decade, they will have to face justice for their crimes as also illegal intrusion into India. They were supposed to have crossed over to this side via JCP Wagah, Attari or through Salamabad or Chakan-da-bagh crossings on the Line of Control or through the Indira Gandhi International Airport, New Delhi after fulfilling several formalities and proper permission.
