MHA released Rs 223 crore for police in 5 yrs, says RTI reply

The Union Home Ministry has released a whopping amount of Rs 223 crore for the modernisation of J&K Police in the past five years but the state government has failed to submit utilisation certificates (UCs) within the stipulated time.

Responding to RTI applicant from Jammu Raman Sharma, the police modernisation division of the Union Home Ministry said since 2014, an amount of Rs 223 crore had been released under the police modernisation scheme to the state but the UCs amounting to Rs 57.48 crore were pending from the state for the past five years.

States are grouped into two categories for the purpose of funding. J&K along with Himachal Pradesh, Uttarakhand and other northeastern states are in the group ‘A’ and is eligible to receive 90 per cent of financial assistance and needs to provide 10 per cent of the amount from own resources. The remaining states are in the group ‘B’ and these states are funded in the ratio of 60:40, with the Central government providing 60 per cent of the amount under the scheme. —TNS
