In free India, tiny but historical minority of Kashmiri Pandit community was living with a dominant Muslim majority of Kashmir valley in comparative peace and communal harmony. This was Inspite of naked trampling of the community's constitutional and Economic Rights as a minority over the years. All the protests and pleadings against such persecution were ignored and the community was advised to suffer and make sacrifices in larger national interest. For all practical purposes, community's involvement and participation in on in Kashmir polity and policies were taken for granted. The powers at the helm of affairs forgot that the real test of a true democracy is the ability of even an insignificant minority to establish its identity by full participation in political, economic and administrative activity. That is why, in a democratic society minorities are be given special privileges without at the same time, disturbing the fabric of national unity. To ensure this, all endeavours of a democratic set up are to be channelized for a harmonious social relationship between the dominant group and the minority, devoid of any fear, suspicion, anger and hate. Unfortunately all these basics were purposely ignored in the case of minority Kashmiri Pandit community. Over the years, KPs were not only marginalized but systematically excluded from one or more of the four areas of life economic, cultural, political and social. Consequently, the social fabric got completely eroded.

The successive governments of all hues, used minority Hindus of Kashmir (KPs) as cannon-fodder for its experiments with so called secularism and appeasement of Muslims under the grand design of vote-bank politics. This helped the Islamization of the politico-economic structure and sub-structure of the state doggedly pursued from 1947 with a crusading zeal. This has ultimately touched their apogee in violence and terrorism.

The central govt. of various political hues played the proverbial ostriches or nodded tacit approval of the sinister developments in the field of separatism and fundamentalism coupled with monolithic political culture. All this provided an open space to Pakistan to intervene by providing moral and material support to separatist elements. This gave birth to terrorist movement in Kashmir. The movement soaked in parochialism and medieval brutalities set upon the Kashmiri Pandits as the prime targets with a

view to smoothening the road to balkanization of Indian state. This is the genesis of mass exodus of Kashmiri Pandits from valley in 1989-90. In this backdrop, much acclaimed "Kashmiriyat" and much publicized Communal Harmony have been buried deep under the heavy propaganda of a theo-fascist philosophy aided by the gun.

The displaced Kashmiri Pandits have been facing manifold sufferings in exile since 1990 with the fond hope that free India will redeem the assurance of Pt. Jawaharlal Lal Nehru made to nation that in due course Art. 370 of the constitution of India will stand abrogated and total and free flow of Indian constitution will usher an era of peace, prosperity and development in the state. This assurance was further fortified in an unanimous resolution passed by the Parliament in 1993 that all efforts will be made to liberate Pak-occupied-Kashmir. All patriotic people, including displaced Kashmiri Pandits were expecting concrete steps in pursuance to our national resolve. But the drift and changed stance of the Govt. of India has shattered the confidence of displaced Kashmiri Pandits Community. Government of India seems to grant legitimacy

to on-going Islamic Resurgence Movement, which resulted to ethnic cleansing and pro motion of insurgency avowedly aimed to dis integrate India. The façade of Working Groups tamasha has amply confirmed these apprehensions.

 

The reports of the Working Groups set up by Dr. Manmohan Singh Prime Minister during UPA-I regime have very conveniently ignored the claims and demands of Displaced Kashmiri Pandit Community the direct victims of on going insurgency in Kashmir. And the most shocking report of 5th Working Group headed by Justice Saghir Ahmed (Retd.) has blanked the very future of Kashmiri Pandit in any possible political dispensation. These maneaours have finally exposed the hallow claims of so called secularists and mainstream political parties. The recommendation of "maximum possible autonomy" shall mean death trap for miniscule KP community. All these trends and developments, have forced the community to review the whole approach to the problem and to spell out its position in any future political dispensation of Kashmir.

This conference of Kashmiri Pandits to tally abhors the concept of self-rule, greater autonomy, and separation from India or merger with theocratic Islamic state of Pakistan. All these formulations shall mean death to all the nationalist forces. As the Govt. of India seems to succumb to domestic or international pressure by trying to go for any of these options, Kashmiri Pandit community demands a separate state, specifically named Kashyap State where there will be free flow of Indian constitution.
