A Communication Gap?

The All Displaced Kashmiri Employees Forum TPO Box No. 116 HPO, Pacca Danga, Jammu) has expressed grave concern over some social and political organisations of Jammu having openly resented the adjustment of displaced employees in Jammu. The Executive Committee of the Forum has, in an extraordinary meeting chaired by its President, Shri M.K. Tickoo, said that these organisations seem to be determined to further compound the sufferings of the employees, create an atmosphere of uncertainty amongst them and also drive a wedge between various sections of society on the basis of provincialism.

The Forum has reiterated its resolve to oppose such ill-conceived moves launched by some groups with vested interests. It has called upon the Government to provide job avenues to the displaced employees whose talent and expertise is getting lost with each passing day and simultaneously depriving the people of the services of these employees. The concerned social and political organisations played dubious roles in relation to the displaced employees from the very start of their displacement from Kashmir and the authorities" not taking a clear and unequivocal stand on these issues is leading to bad governance, the Forum says..

It all started with posting of Dr. (Mrs.) Pratibha Hak as an Associate Professor of Physiology in the Government Medical College, Jammu, on the basis of her seniority and other relevant factors. The Medical Teachers' Association and Junior Doctors Association of the College swung into action immediately to brand the Government decision as "ill-advised" leading to "strong resentment among the doctors". According to newspaper reports, the two Associations have taken the extreme stand that "no migrant should be adjusted in Jammu region in any capacity even in case of promotion... If at all a migrant is to be promoted the adjustment should be done against Kashmir's vacancy, with migrant status"

The irony of the situation is that leaders like Dhan Raj Bargotra Dal), Sheikh Abdul Rehman (SJP), Shri Ajay Sadhotra (National Conference), Prof. Chaman Lal Gupta and Shri Chander Mohan Sharma (BJP), Prof. Virendra and Dr. Jyoti Prakash (Jammu Mukti Morcha), S/Shri Suraj Prakash Gupta and Chander Shekhar Gupta (Jammu Bar Association), Shri Tara Chand Gupta (Jammu Chamber of Commerce), and Dr. H.R. Sharma (Dogra Sadar Sabha) participated actively in the meeting convened by the two Associations to support their tough posture.

The Janta Dal is essentially a caste-based party, even on the national level, and one need not be surprised over its Jammu Unit taking recourse to parochialism. As for the SJP, its leader got the credit for sabotaging the firm stand of the then J&K Governor in 1990 towards the 137,000 State Government employees in Kashmir who struck work for over ten weeks to support the demand for reinstatement of five officers dismissed for anti-national activities. The National Conference has ever sought to thrive on exploitation of religious. sentiments of the majority community in the Valley and of parochial tendencies in Jammu. As for the Congress, none of whose representatives participated in the essentially anti-KP meeting, it can always be expected to turn to any side which helps it sustain its so-called vote-banks for party purposes.

What is stunning, however, is the participation of the State BJP chief in a meeting of a patently parochial nature along with a party colleague. Had the party's local unit sought the approval of its national leadership for participating in such a meeting? Is this unit not required to take its national leadership into confidence about such delicate issues? Or is the ARTICLE 370 at play? This correspondent would, however, like to believe that there is some communication transitory nature, between the party's national set-up gap, of a and its Jammu unit. A clarification from Ashoka Road would help remove any confusion or doubts. Otherwise one can only say:

"Jin Pe Takkiya Tha Wohi Pattey Hawa Denay Lagay"
