Kashmiri traders fail to procure goods from outside

The traders in Kashmir are facing problems in procuring goods from outside Jammu and Kashmir since yesterday as their e-way bills are not being generated. They are being blocked due to failure on their part to file Goods and Services Tax (GST) returns since August due to internet blockade.
Manzoor Ahmad, owner of Modern General Store in Anantnag town, was unable to procure food items since yesterday as his e-way bill is not being generated due to failure on his part to file GST returns since August this year.
“I had booked 5 consignments of food items like-oil, dairy products, Mushroom and Green Tea from New Delhi, Ahmedabad and Punjab since yesterday noon but e-way bills are not being generated in my favour as I have not filed GST return since August. All these items are lying there as I can’t transport them without e-way bill”, he said.
Manzoor said that they have no internet facility to file GST returns as the facility at the Deputy Commissioner’s office in Anantnag is limited and beside it can’t accommodate more people.
Another trader Himyaun Wani of Srinagar said that he is facing the same problem. His e-way billing was also blocked yesterday and he failed to procure stuff from outside. I file the GST returns on time but since there is no internet facility for last four months, I have failed to file returns. If I would have been intimated few days back. I would have gone to Delhi to file it”, he said.
Wani said that he, however, got it un-blocked from Commercial Taxes office but was asked to file the returns in 3-4 days. “We can go to Delhi or other places to file returns but what can small traders do. Government should restore internet facility so that traders may not suffer”, he said.
President of the Kashmir Chamber of Commerce and Industries Sheikh Ashiq, told EXCELSIOR that Since yesterday traders are facing the problems in e-way bill generation.”The traders are facing the heat due to internet blockade as they fail to file GST returns since August. Government should immediately restore internet as traders are facing huge losses. They should also extend the deadline for filing of GST returns”, he said.
Commissioner State Taxes, PK Bhat told EXCELSIOR, that they are facilitating the GST return of traders as the last date for filing was extended till November 30. “This non-generation of e-way bill is All India phenomenon when trader fails to file 2 returns and here traders have not filed returns for-last 4 months”, he said.
“We are still facilitating the traders and anyone having such an issue should go to concerned circle and get it un-blocked”, said Bhat.
He added that 35-40 percent traders in Jammu and Kashmir have filed GST returns while rest of them are yet to file it. He, however, said that majority from Kashmir have not filed returns since August.
